In India, the terms Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) refer to specific categories of communities identified for affirmative action. These classifications stem from historical injustices and social discrimination faced by these groups, and they play a crucial role in promoting social justice and equality. Scheduled Castes (SC) includes communities that have faced social ostracism and discrimination, historically referred to as Dalits. Scheduled Tribes (ST) encompasses indigenous tribes with unique cultural identities, often residing in remote areas. Other Backward Classes (OBC) consists of socially and educationally disadvantaged communities that do not fall under SC or ST categories. The Indian government has implemented various policies and reservations in education and employment to uplift these communities, aiming to reduce inequality and promote their socio-economic development. These classifications are integral to ensuring that historically marginalized groups receive the necessary support to improve their living standards and integrate into mainstream society. And OBC candidates, for evolving new policies or modifying existing policy by the State Government and University Grants Commission. To deal with representations received from Scheduled Castes/Scheduled Tribes and OBC candidates regarding their admission, recruitment, promotion and other similar matters in Universities/Affiliated Colleges.
OBJECTIVES OF THE COMMITTEE
- To ensure provisions for an environment where all such students feel safe and secure.
- To ensure compliance of the orders of reservation issued and other benefits admissible from time to time in favor of SC/ST and OBCs
- To ensure protection and reservation as provided in the constitution of India.
- To provide the mechanism to redress the grievance of SC/ST students, if any.
- To provide prompt counseling for any emotional emergencies arising on account of any event at the campus.
- To aware the SC/ST students regarding various scholarships program of State Govt.
FUNCTIONS OF THE COMMITTEE
- This committee Develops policies and recommendations for the socio-economic development of SC, ST, and OBC communities.
- It Oversees the implementation of various schemes and programs aimed at uplifting these communities, ensuring they receive the benefits intended for them.
- It Addresses grievances and complaints from members of SC, ST, and OBC communities regarding discrimination or denial of rights.
- It Conducts studies and collect data to understand the socio-economic status of these communities, helping to inform policy decisions.
- It Organizes awareness campaigns to educate these communities about their rights, available schemes, and opportunities for development.
- It Facilitates skill development and training programs to empower individuals from SC, ST, and OBC backgrounds.
- It Works with non-governmental organizations and other stakeholders to enhance the impact of development programs.
- It Proposes amendments to existing laws or new legislation to further protect the rights of SC, ST, and OBC communities.
